Tester must estimate whether the problem is in blead, in CPAN or some mix thereof
Tester may have to bisect (perl Porting/bisect.pl) to identify "breaking" commit
Effective, but time-consuming
Tester must file perlbug ticket
Perl 5 Porters must discuss bug ticket
Other distributions which fail due to the same commit are added to the original BBC ticket
