I believe we should only implement interoperability between Perl 5 and Perl 7 once we have implemented all aspects of improved defaults (objectives 2 through 14)
In particular, we should not switch to Perl 5 semantics within a test file just to get the test to PASS.
If we do that, we're not really testing Perl 7 semantics
