Each monthly dev release tarball first appears only in that month's Release Manager's personal directory on CPAN.
I don't want to have to write code in a 'cron' job to handle the Release Manager's CPAN id.
But this has revealed holes in our listings on cpan.org
Certain monthly release tarballs missing because their Release Managers deleted them from their home directories
